The latest version of the reforms, which now has to be passed by the Italian parliament, includes the following changes: Drink and drug driving The BAC limit for drivers previously caught drink-driving will be zero. The alcohol interlock will be mandatory for repeat offenders. A positive drug test will be enough for licence withdrawal in the future, with no need to prove psychological impairment. New drivers Italy currently applies a 70 kw power limit for internal combustion engine cars for new drivers for the first year after they pass their test.   Italy needs to "increase the rate and depth of building renovation, specifically of worst-performing buildings", the European Commission said on Wednesday, in a chapter dedicated to Italy in its annual State of the Energy Union report. The social repercussions of the poor energy performance of the Italian residential sector shed light on the "importance" of accelerating renovation, warned the EU.     "In 2023, 4.1% of the total population was experiencing difficulties on paying their utility bills while 9.5% was not able to keep their home adequately warm during the cold periods of the year (with a mixed evolution compared to 2021, when such figures were, respectively, 6.5% and 8.1%), stressed the report.

  ROME (AP) — About 20 migrants are believed to be missing after their boat capsized in the Mediterranean this week, the U.N. refugee agency and the Italian coast guard said Wednesday. Seven Syrians were rescued and taken to the southern Italian island of Lampedusa, Italian rescuers said. The coast guard said local officials had spotted the sinking boat around 10 miles (16 kilometers) southwest of the island. The seven survivors were “in critical condition and many have lost their relatives,” Chiara Cardoletti, the UNHCR representative to Italy, said on X. Survivors said 28 people had left Libya on Sept. 1, the coast guard said in a statement. Twenty-one of them, including three children, “fell into the sea due to adverse weather conditions,” it added.
